PPE Request Process for Non-Medical Entities



The following outlines process for requesting Personal Protective Equipment (PPE)


Personal Protective Equipment (PPE), specifically surgical masks and hand sanitizer, to statewide associations to protect public health and safety in health and non-health sectors during initial re-opening phases. Sectors receiving PPE will be prioritized based on these reopening phases.


This is intended as a short-term solution until the supply chain begins to recover, and other phases of the PPE Plan are implemented, including leveraged procurement agreements, and a forth coming private sector e-commerce marketplace.


Finally, this process is intended to augment actions by OAs and should not be treated as a replacement.


NOTE: Surgical Masks have a Minimum Order Quantity of 2,000 units.



Process Overview


If PPE cannot be purchased through private sector suppliers and is urgently required to support public health and safety during the reopening phase, organizations that have been approved can submit a resource request via:      


  • Statewide Associations
  • Operational Area Emergency Management
  • County Public Health Departments (MHOAC)


Once the request is received, it is vetted by the appropriate task force and/or the Contributions Working Group to consider:

SOC

Logistics will package the PPE and/or hand sanitizer and send it to the statewide association via UPS. Associations will be asked by Logistics to reasonably limit the number of individual addresses within one statewide association order, depending on the distribution capabilities of the association.Statewide Associations Sectors

approved to reopen (for example: grocers, retailers, and transportation, etc.) have the option to submit PPE requests to their appropriate Statewide Associations. These associations can then place orders via the State’s ordering system (Salesforce).Once the request is received, it is vetted by the appropriate task force and/or the Contributions Working Group to consider:

    

  • PPE requested is appropriate, per state guidance
  • Businesses receiving the PPE can operate under the current Road map to Resilience stage



Operational Area Organizations

Such as first responders, school districts, and transportation agencies among others, may submit PPE request to the Operational Area (OA) emergency management agency, who will then transmit to the State via CalEOC.


If the request cannot be fulfilled by the OA, then the OA sends the request to the Region.·       

If the request cannot be fulfilled by the Region, the Region sends the request to the State, which is entered by SOC Operations into the Salesforce system.·       

SOC Logistics receives the request via Salesforce and fulfils the request to the OA for distribution.

MHOAC


Organizations in the medical/health and related fields should continue to submit PPE requests to the Medical Health Operational Area Coordinator (MHOAC) using the standard process via Salesforce.
